Slow pace of quake reconstruction

Musadiq Iqbal is one of the lucky ones - he will soon be moving to his new earthquake-resistant house after his old one collapsed in the 8 October, 2005 quake. Only a few are in his position in Katahi, some 50km (25 miles) south-east of Muzaffarabad in Pakistan-administered Kashmir. In most cases, compensation has not been paid or does not meet the costs of the compulsory new quake-resistant design. Thousands in this mountainous region will have to brave a second chilly winter in temporary shelters. By Zulfiqar Ali.

By Katherine Zoepf. DAMASCUS Enas al-Kaldi stops in the hallway of her Islamic school for girls and coaxes her 6-year-old schoolmate through a short recitation from the Koran. "It's true that they don't understand what they are memorizing at this age, but we believe that the understanding comes when the Koran becomes part of you," Kaldi, 16, said proudly.

Away from their happy nests in the Valley displaced Kashmiri Pandits gathered on the banks of Chenab to demonstrate their continued love and affection for those they lost at the hands of another human person turned inhuman and savage on them. They remembered the souls of all their departed loved ones during the Shradha Paksha. In the memory of their loved ones, they ate their favourite foods and remembered the good times they had with them. This was their way of saying, "We love you and still have fond memories of you. Be at peace, where ever you are!" Farooq Ganai writes about the Maha Shradah organised by Panun Kashmir today on Sunday 6 August on the banks of Chenab.

By Richard Black. A scientific report commissioned by the US government has concluded there is "clear evidence" of climate change caused by human activities. The report, from the federal Climate Change Science Program, said trends seen over the last 50 years "cannot be explained by natural processes alone".

'Haste needed' on nuclear waste

By Mark Kinver. It is now "time to get on with the job" of burying the UK's radioactive waste deep underground, a nuclear advisory group has said in its final report. The Committee on Radioactive Waste Management (CoRWM) urged ministers to create quickly a body to oversee the process of identifying suitable sites. Because building disposal facilities would take decades, CoRWM said current storage methods also needed reviewing.

A Globalisation of Responsibility

In a speech in Washington on 10 July, the Foreign Secretary, Margaret Beckett, has spoken about globalisation and security. 'Globalisation is a phenomenon of our times,' Mrs Beckett said. 'When we talk about globalisation, it is usually the perils or the opportunities globalisation brings with it that we address. But because this family of insecurities can only be addressed by a world community understanding our responsibilities one to another, understanding that self interest and common interest go hand in hand, we need nothing less than a globalisation of responsibility.' "The old fashioned approach to security is to think only about arms and armies, the balance of power between one nation or indeed one continent and another. Stressing the need to build international security on fairness, justice and democracy she said "To think only of your own direct interest, narrowly defined to your own country, as opposed to engaging across the board in an effort to build a fairer and more secure world for all. A recognition in other words that in today's world national security must be founded on strong international security. And both must stem from and be inspired by our values - fairness, justice and democracy".

Science and Globalisation

'The global scientific landscape is now shifting', said Foreign Secretary, Margaret Beckett, in a speech at the House of Commons on 27 June. Referring to climate change, Mrs Beckett said: 'We need to call on our scientists and engineers to provide the answers and the technology we need to prevent dangerous climate change and help us to adapt to its worst effects'. Margaret Beckett concluded: 'I believe that science and globalisation offer immense hope and potential promise for the future. This government will continue to be at the heart of that.'

Retracing the Ancient Silk Route

On June 18, 2006 Indian and Chinese senior officials met in Beijing to discuss among other bilateral matters the question of setting a date for the opening of Nathu La. The historic event is scheduled to take place this month (June 2006)...Though Sino-Indian détente could be traced to 1975, yet the visit of the former Prime Minster A.B. Vajpayee to Beijing in 2003 remains a definite landmark in a bid to straighten relations between the two countries. India took a long time to arrive at this stage of mutual relations just because of Beijing's continued military support to Pakistan unmindful of its anti-India implications...

Fighting AIDS

The special United Nations General Assembly meeting to assess the progress made in combating AIDS since it issued its Declaration of Commitment to a comprehensive battle against the pandemic five years ago ended today on 3 June 2006 with a pledge to set "ambitious national targets" this year, including interim targets for 2008. Secretary-General Kofi Annan immediately hailed the results. "The Secretary-General applauds the adoption of the Political Declaration on HIV/AIDS by the High Level Meeting of the United Nations General Assembly," his spokesman said. "He is particularly heartened that with this Declaration, Governments have committed themselves to actions to promote gender equality, the empowerment of women and the protection of girls; respect for the full rights of people living with HIV/AIDS; strengthened protection for all vulnerable groups -- whether young people, sex workers, injecting drug users, or men who have sex with men; provision of the full range of HIV prevention measures, including male and female condoms and sterile injection equipment; and the full engagement in the response of the private sector and civil society, including people living with HIV."

Baltistan: Six Decades of Impasse

During the 1960s, another violation took place when the government of Pakistan handed Shaksgam Valley of Baltistan and Raskam Valley of Hunza to the Peoples' Republic of China. Shaksgam (a Balti word meaning 'pile of debris and pebbles') lies across the northern ridge of the Karakoram mountain range and extends to Karakoram Pass near Ladakh. Later, governments of Pakistan and China signed an agreement declaring that once the dispute of the Jammu & Kashmir State is resolved, the control of China over Shaksgam and Raskam will be reconsidered.

Skardu Kargil Road: Economics and Humanism

Relations between arch rivals of the Subcontinent, India and Pakistan, are at their best. For the last six decades, dispute of Jammu & Kashmir State has remained primary bone of contention between these two countries. On the pretext of national interest and dignity, both countries have fought four fruitless wars and paid heavy economic and human loss. Few years ago, the so-called 'hawks', General Musharaf and Mr. Vajpayee, surprised both nations when they agreed to allow dialogues among communities of J&K on both sides and open Muzaffarabad-Srinagar Road, as part of the peace building measures. As of today, five crossing points are established along the Line of Control (LOC) for the divided families. These initiatives strengthen the peace process and enhance brotherhood and friendship among the people of Jammu and Kashmir.

Haji Ali - thoughts and hopes

Haji Ali at the age of 80 years desires to see all trade routes open between Ladakh and Baltistan. Thousands of divided families continue suffer since the partition of J&K and the closure of roads. He wants to go to Kargil and see the children of his late sister who married a teacher from Suru, Ladakh. Haji Ali especially worries about the people of Baltistan's Shingo-Shigar and Gultari valleys. "These valleys are naturally a part of Kargil district. Before partition, it took them just two hours to reach Kargil by an all-weather road. Today, they spend 13 hours on dirt tracks to reach Skardo. In the winter when snow restricts their ability to travel, people are left in God's hands."

What is Malaria?

Malaria is a life-threatening parasitic disease transmitted by mosquitoes. It was once thought that the disease came from fetid marshes, hence the name mal aria, ((bad air). In 1880, scientists discovered the real cause of malaria a one-cell parasite called plasmodium. Later they discovered that the parasite is transmitted from person to person through the bite of a female Anopheles mosquito, which requires blood to nurture her eggs.
