» Karachi Pact on Gilgit and Baltistan

Fifty seven years ago an agreement with the name of Karachi Pact was signed which established Pakistani hegemony over the vast areas of Gilgit and Baltistan. It is claimed that this pact which paved way for Pakistani imperialism in these areas was signed between rulers of Pakistan and leaders of Muslim Conference.

Even before Pakistan emerged as an independent State on 14th August 1947, millions of people rushed to become part of that state hoping for a better future. They thought this is a 'promised land'- land of 'pure' where they will have peace and tranquility, where they will have justice and dignity.

Dreams of many were shattered soon, but some still lived in hope for a better` future; and situation now is so bad that if people of Pakistan are given a choice to settle in any country of their choice, commentators believe that within weeks it will be difficult to find Pakistanis in this land of 'pure'.

This, by any one's standard, is a remarkable turn around. People talk of Pakistan being a 'failed state', where there is no peace and security; and in view of some there is no future. Pakistani people are very good people, they are intelligent, hard working and very friendly, and they love their country and are prepared to sacrifice anything for its defence and future.

Another 'successful' International conference on the issue of Jammu and Kashmir has ended. The organisers and the participants are all upbeat that it was a successful conference. May be it was, as I am no one to pass - on a judgment that it was not so.

I have yet to hear about a conference on Kashmir which has not been 'successful', and despite these 'successful conferences' on Kashmir we are still no where near in resolving the Kashmir dispute to the satisfaction of all the parties to the dispute.

The Delhi Kashmir Conference organised by Institute for Conflict Management, and attended by thinking and peace loving people from all regions of the State of Jammu and Kashmir, had many interesting aspects to it.

The conference, according to some analysts, was a 'big success', as it correctly identified impediments to the peace, communal harmony and stability of the State; and unanimously agreed to advance pro people and pro peace agenda.

It also agreed to fight back forces of communalism and hatred, and expressed its determination to ensure that those who promoted culture of 'terrorism' and communalism are not 'rewarded' for their 'misdeeds'.

Many aspects of the Kashmiri struggle came under discussion and among them was the issue of 12 seats reserved by the Pakistani Administered Kashmir for the migrants of Jammu and Kashmir. These seats are used by the Pakistani agencies to 'reward' those who are seen as the best people to look after the interest of Pakistan in that area.

I was worried about the welfare of participants who dared to travel from Gilgit and Baltistan and Pakistani Administered Kashmir to take part in the two day Kashmir Conference organised by Institute for Conflict Management (ICM) on 18th and 19th May 2006.

It was pleasure to note that Pakistani authorities not only allowed these invitees to take part in the conference, but they allowed them back with out showing any anger or resentment. It is a turning point not only in the Kashmiri struggle but also in the India -Pakistan relations.

I was told by one invitee from the Pakistani Administered Kashmir that none of the participants were harassed or even questioned about the conference. Some invitees were, in fact, waiting to be approached and to be asked about the conference, but they were disappointed.

During and after the Delhi Conference on future of Jammu and Kashmir, issue of identity came under discussion. It was agreed that Jammu and Kashmir was multi religious and multi ethnic state, where people had more than one identity. People of the State were proud to have multiple identities, and in some cases their political allegiance was determined by tribal and ethnicity affinity rather than their religion.

A 'drama' in name of elections in Azad Kashmir is in full swing. This region of State of Jammu and Kashmir was at one time known as a 'base camp', to 'liberate' the other Kashmir which was under the 'occupation' of India. Hundreds of candidates are in the field contesting for the Azad Kashmir Assembly which in practice has very little powers. Candidates in their hundreds are manoeuvring to get some political space; and for that there is no principle or moral code which they have not trampled. Some candidates after pleading independence of Jammu and Kashmir for many years, and refusing to sign the clause which asks them to be loyal to Pakistan's ideology have eventually succumbed to the temptation and signed the 'loyalty clause'.

Now that dust of elections is settling down and a victor is announced people are pondering as to what has happened. Outcome of the elections is not what was predicted by the analysts and by some Pakistani agencies about a week to ten days before the elections. While discussing the outcome of the elections one Pakistani political commentator said, 'Musharraf Sahib has won the elections by a single stroke.' One person among this small gathering did not understand this and innocently asked, 'How could he win if he was not contesting the elections.'

At last Sardar Attique Khan has made it to the top. He has become Prime Minister of Azad Kashmir. Congratulations. Many people are surprised to his rise, as it was alleged that he was not in good books of those who take decisions about Azad Kashmir.
» If not self determination then what?

Right of self determination is a right bestowed to nations that they can determine their future. This right if properly used helps to end colonialism, and encourage other oppressed nations to continue their struggle for national emancipation. In other word this is anti imperial and anti oppression; and countries with colonial mind - set do not like this right.
