Common sense demands that Kashmiris around the Table should not only reflect a full circle of politics and composite wisdom of the civil society, but should have the basic ability to address Delhi without prejudice to their 'best interests'. They should be plural, inclusive, non discriminatory in their composition and substantive in their agenda.

The two-day international conference on Jammu & Kashmir: Alternative Futures on May 18-19, 2006, at the Heritage Village Resort, Manesar, organised by the Institute for Conflict Management, concluded in consensus here on 19th May 2006.

Delegates from Pakistan administered Kashmir, Indian administered Kashmir, Gilgit and Baltistan and Kashmiri Diaspora remained engaged in an open, free and frank discussion and argument during the Conference and on the side lines of the Conference on basic issue of "how to break through the logjam of currently entrenched and conflicting positions on Jammu & Kashmir".

The institutional and management wisdom of ICM was headed by Dr. Ajai Sahni Executive Director, Institute for Conflict Management and an effective supplement of ICM team. IKA and APNA incremented and enhanced the constituency of a freely expressed debate on Kashmir.

The most important of all would be the principal share of the people of Jammu and Kashmir in the 'stewardship of water resources' in any part of Kashmir. If Indus Water Treaty has to stay - it needs to incorporate the right of the people of Kashmir in the management of water uses and water-related activities under the treaty. We have to evaluate the manner and extent which is due to the people of Kashmir in the exercise of the stewardship role for their water resources at Mangla, Baghlihar and Diamir.

Sabina has lost liberty and her right to a fair trial has been viciously savaged by common and the institutional wisdom of Kashmir.

The misfortune of Sabina marks a new beginning in Jammu and Kashmir. It has created a space for many to brood over the reliability of their common and institutional wisdom. Both wisdoms stand exposed.
 
Kashmiri leaders who kick dust every afternoon and yell atop that they have nothing to do with the Indian constitution, have expressed a no confidence in the fairness and ability of their own institutions and people living in any of the three administrations of Kashmir to investigate and make facts public.

Sabina of Trikanjan, Bonyar some 80 kilo meters away from her home village is lodged in a police station in Srinagar since 27 April 2006. Along with her media has stripped a 15 year old school drop out from Drebyar locality of Habakadal. Both stand disgraced. Elders from Samaj Sudhar Committee of Habba Kadal in particular and conscientious members of civil society in particular have to answer a few basic questions. Unfortunately post 1990 media too lacks in grace and shares the general  fashion of 'catching mice with gloves on'.

All are equal before law and all are innocent until proven guilty. In this case the guilt has not been proven. And once proven a remedy has to be sought in the disturbed habitat of the Valley. Moralists have sinned more than looking for a sinner. The guilt has to be looked in wider association.

Sabina of Trikanjan has remained a subject of FIR 17/ 2004 dated 14-10-2004 under section 3, 4, 5,7,8 PITA (Prevention of Immoral Trafficking Act) at Maharaj Gunj police station. She was arrested and later released.
